Managing capital allowances across a complex hospitality estate
A major pub landlord needed to quantify capital allowances across £150m+ of refurbishment expenditure covering more than 650 sites, while beginning a £350m+ five-year investment programme across an estate of over 2,400 pubs.
Projects involved different internal teams, contractors and suppliers, with cost information varying considerably in format and detail. The challenge was to coordinate those relationships, establish an efficient and defensible approach, and deliver consistent results without analysing every project in the same way.
The Challenge - Complexity across projects and relationships
Refurbishment expenditure was spread across hundreds of sites and managed through different property, finance and procurement relationships. The volume and variability of the information made a conventional project-by-project review inefficient, while incomplete or inconsistent records risked qualifying expenditure being overlooked.
The Approach - Adapting the method to the programme
We worked with the in-house tax, finance and property teams, external suppliers and our specialist statistical advisers to obtain and interpret the necessary information. The accounting and tax process was assessed and minimum random sampling was identified as the most appropriate analysis method.
For the sampling exercise, we analysed fewer than 45 representative projects, undertook site visits to validate key assumptions and prepared detailed reports for discussion and agreement with HMRC and its Knowledge, Analysis and Intelligence unit. We kept the existing tax team informed throughout.
